How to manage a highly creative employee?

We have in our big group a highly creative employee. He is arrogant , does not follow any rules including the chain of command. However all of his suggestions were implemented and they were very bright and is allowing us to generate more profit. He is currently a clerk but he is very fragile nervously and we don't feel promoting him because of that.
