I have a holly with severe rust on the leaves. I have used Bayer Advanced Disease Control.?

ive applied it now 3 times most recently yesterday. It seems to be getting worse. I also have some spotty mildew on a few other shrubs. Anyone have any ideas? The bottle never really gave an exact amount to apply but it managed to last for 3 applications. I applied every 7 days for 3 weeks as directed.
