Is it possible to be scouted playing for my local travel team?

I'm 17 and considering signing up for my travel team. I'm a little old so time is a factor, i have to be the best or not play at all (I'm trying to make a living off soccer). I wanted to know if by playing on my local travel team (they are not very good, never achieved anything, etc) it would be possible to get a scholarship, in other words scouted. Any advice would be great, if this is a bad idea i guess i have to look for a team in Chicago (i live northwestern suburbs) to be noticed. Or maybe my high school team, but they are horrible and probly not dedicated. Anyways, Thank you
