Vehicle title transfer multiple state scenario?

Here's the scenario (help!): my mother and father moved to live with my brother and sister-in-law (my mom is sick) in California. They are still technically residents of Ohio. My mom wants to give me her car which is paid in full (i.e. no liens), but still has Ohio plates. Meanwhile, I am a permanent resident of Arizona. The idea would be to transfer the title in California and then ultimately have the car registered and use it in Arizona. Since it's an Ohio title, would we need to transfer first to California title and then trade that in once again for Arizona title? Can I just get the back of the title notarized in California and then register it and trade in the title for an AZ title when I get back home? I'm sure there are scenarios like this all the time where individuals meet at a neutral location to sell a car. Any guidance would be appreciated. Thanks!
